Special Committee to Investigate Civil Service, 1978. 9 in. HCR 635 of 1978 established the Special Committee to Investigate Civil Service Procedures used in the employment of Provisionals and Contractual Personnel within State Government. Through amendments this was changed to read the Special Committee to Investigate the Department of Civil Service and its Operations and Procedures. It was to be made up of 5 members of the House and 5 members of the Senate. This particular committee developed a resolution and purpose to guide its work. A large part of its work is reflected in its correspondence from 1978-1980, which includes evidence they were gathering to help them in their investigation. this material includes information sent to the committee's attention, individual concerns over practices, requests for information from and by the committee, and specific cases of hiring practices in. The memoranda of the committee hold information on meetings called, committee rules, sending out information to members for particular attention, and committee concerns. To aid its investigation, the committee requested specific information from Civil Service and various agencies. This includes provisional lists from agencies, the rules of the Civil Service Commission for 1977. Audit reports of Civil Service, a report from the Michigan Citizen Advisory Task Force on how to improve Civil Service, and a progress report on state personnel management made to the Civil Service Commission in 1980.The news releases and news clippings include information sent out by the committee for release to the press, as well as copies of newsletters, containing articles about the work of the committee. Although there is no final report of the committee with these records, there is an activity report written in Dec. 1978. This is a progress report on the committee's findings. Further research did not uncover a final report nor actions taken on the committee's preliminary recommendations during the next couple of years. Arranged as received. Special Committee to Investigate the Department of Licensing and Regulation, 1978-1980. 2 ft. 7 in. The records of the Special Committees on the Department of Licensing and Regulation cover the work of the first committee established (by HR 103 of 1975) to investigate the conduct of the Board through the final report of the second committee established out of the recommendations of the first (by HR 41 of 1977) to redefine the statutes and codes of Licensing and Regulation. These records include various aspects of the committees' work, including: correspondence from 1978 to 1980 covering requests for information by the public on Licensing and Regulation statutes, individuals offering their opinions on the Board's practices, as well as other opinions on what may be best to do in changing these statutes. Examples from other states on how there statutes are written and miscellaneous correspondence gathering information from departments and individuals who had dealings with any of Licensing and Regulations boards completes this segment. Memos from 1975 to 1976 relate information to committee members about committee meetings and hearing for cancellations thereof. Information gathering contains materials from as early as 1973 through 1977. These files include minutes of the meetings of 7 Boards under Licensing and Regulation, as well as individual cases brought before the board in their field. This information was gathered specifically as evidence in the committee's investigation of Licensing and Regulations practices and procedures. Hearings in 1975 and 1976 include testimony from Licensing and Regulation staff. These people included licensing hearing officers who conducted investigations where cases of misconduct arose or the granting of licensing was refused, and the administrative secretaries to the head of each board. This action allowed the committee to get the opinions of the staff on how procedures were handled and how this might be changed. The public hearings allowed individuals from the private sector to bring their concerns to the committee. News releases and news clippings include news release s sent out by the investigating committees, and articles about the committees, cases of negligence on the part of Licensing and Regulation, or changes in personnel within the department or one of its boards. The reports include the project proposal for the initial committee, preliminary reports on its progress and findings, and a final report by the initial investigating committee recommending that changes be made in the statutes and codes. Legislation resulting from these committees includes a draft of the bill directing the codification of occupational licensure and recommendations on this bill in 1977. From 1980 there is a copy of Enrolled House Bill no. 4114 which did redefine the statutes and codes of the Department of Licensing and Regulation. Arranged as received.
